plugins/shakecursor: don't make it internal effect

It bothers the users who want to disable the effect.

  • A user might not know the exact name of the effect, not to say the localized name which might even deviate from the original meaning.
  • If a user knows it's an effect, they tend to go to the effect KCM to disable it, not the accessibility KCM.
