workspace: dont show all windows because HideUtilityWindowsForInactive is set to false
The option says to not hide utility windows, not to forcefully always show all windows when it's off...
I'm targeting 6.2 because I'm a bit worried about causing any really weird X11 regressions, even if I couldn't find any in my short round of testing
