Fix !KWIN_BUILD_GLOBALSHORTCUTS builds

Aleix Pol Gonzalez requested to merge work/apol/buildglobalshortcuts into master

Makes it so the GlobalShortucts object gets built and its KGlobalAccelD parts get disabled.

Addresses the TODO in GestureHandler.
