Use output center rather than work areas for centered layershells
Left/right or top/bottom aligned layershells will need to respect the work area not to overlap with other layershells, but centered ones should always be in the center of the edge.
This fixes both panels being offcenter when there is another panel and panel moving around if another panel de-floats.
