Add the desktop effect "KDE-Rounded-Corners" as a part of KWin

Matin Lotfaliei requested to merge matinlotf/kwin:work/matinlotf/kde-rounded-corners into master

As mentioned in suggestion #198, I forked and copied the effect KDE-Rounded-Corners and ensured the pipeline shows a passing state.

Now it can get into a state to start reviewing what is done right or what can be improved before it gets merged.
