One TileManager per desktop

Marco Martin requested to merge work/mart/perDesktopTiles2 into master

Use independent tile areas for each virtual desktop.

Both relative sizes of electric border tiles and the whole layout of custom tiles will be completely independent for each desktop, making possible for each one to have completely different layouts.
