KeyboardLayout: always set componentDisplayName for shortcut
Otherwise the last call uses the default, which overrides the previous calls.
Test plan:
- Go to system settings - shortcuts
- Verify the category for layout switching is now correctly called "Keyboard Layout Switcher"
