wayland: Send seat name before capabilities

Vlad Zahorodnii requested to merge work/zzag/cherry-pick-seat-name-before-caps into Plasma/6.2

It is to help some clients with initialization of input devices. It is more convenient to have the seat name available when the capabilities are announced.
