Improve "Toggle Raise & Lower" feature

This is a follow-up to MR 6504, aimed toward v6.3. It fixes the cases where user needed to trigger Toggle Raise & Lower action twice in row sometimes to have a window lowered (first time appeared to do nothing). First commit is basically what was proposed by Vlad Zahorodni in MR 6504, second commit fixes another case; both commits have pretty comprehensive descriptions, all details can be found there. That shall fix all "need to click twice" flaws of current implementation of Toggle Raise&Lower, at least I believe so.
