decorations: Use next tile anchors to compute adjacent screen edges

Decoration themes like breeze update border size depending on the adjacent screen edges. However, the issue is that the adjacent screen edges are computed based on the current quick tile mode.

This can result in kwin sending two configure events when tiling a window instead of one.
