Add ButtonMarginTopMaximized attribute

Resolving Issue 260

Adds the ButtonMarginTopMaximized Attribute, which setts the vertical margin of the buttons when the window is maximized. Here I have a screenshot of my """testing""" where I ran kwin under Wayland while setting ButtonMarginTop to a large negative value and ButtonMarginTopMaximized to a positive value to see the difference.
