WIP: Add overscan property and override
This patch introduces a config option to set the overscan property to fix some TVs. I also make it write the monitor and config name to make it easier to edit, at least until we have a UI.
Note that I haven't tested this, my TV luckily doesn't have this problem and I think it doesn't have the option to enable it.
"Broadcast RGB" and similar props should probably be added as well and be toggle-able in KScreen as they can cause similarly annoying problems as overscan. Once !632 (closed) lands I'd like to add overwriting of modes, too, for those with broken Edid and for monitor overclocking.
