Make ghost windows in highlight effect be fully transparent

Having other windows show up translucent on top of the highlighted window is very distracting and makes it hard to read the text in the window. This gets worse as more windows are opened. This change makes it look visually cleaner and makes it much more usable for the function of taking a quick look at content in another window.
