Allow maximizing and minimizing with combined quick tiling shortcuts

Nate Graham requested to merge ngraham/kwin:maximize-and-minimize-with-quick-tiling-shortcuts into master

Hitting Meta+up+up will maximize, and Meta+down+down will minimize.

The client's prior size is internally restored before performing the maximize or minimize action to ensure that it's remembered.
