Change the default for "active screen follows mouse" to true

The majority of users start apps with their mouse and the default confuses a lot of them because the windows are placed on apparently random screens, and not where they open the app. I've seen a lot of posts from new users that thought window placement was completely broken because they didn't find this setting or didn't thought about trying this particular one.
