Handle variations in type from major() and minor()

This massages d7e9c717 into an inline function to help keep consistency when the DBus- calling code is changed and improve readability. There's an argument to be made for pulling this into some kind of os-abstractions header to share it between ConsoleKit and Logind code, but it's fairly simple as-is.
