libdpms: Emit hasPendingChangesChanged() when it actually changed

Not when the boolean didn't change.

CC @apol, who authored both commit 377deead to introduce KScreen::Dpms and commit 2c952158 to make kscreen-doctor work with --dpms argument. I haven't yet figured out how to test this properly, so submitting just for consideration by others unless I take some extra time to read more about how kscreen-doctor should work in this case.
