Handle the translations for systemstats

Luigi Toscano requested to merge work/ltoscano/fix-i18n-systemstats-527 into Plasma/5.27

The messages of this directory are not extracted, so we need to both extract them to a new pot (following the pattern of libksysguard translations which are split into multiple files) and set the domain.
