remove unnecessary dependency

SVG support has never actually worked as far as I can see, and the only reason it depended on plasma-framework was because of an include that wasn't in the right ifdef (and even then it isn't used).

I don't think the theme usage was ever implemented at all, the dependency just seems to have been kept for some reason.
