Quick fix of desktop applets transparency
Fix the transparency of desktop applets when the kwin contrast effect is enabled (on x11) on wayland for now the transparency is always enabled.
This is a simple version that can be backported to 6.2. Proper fix would be to port EffectWatcher to use org.kde.KWin.Effects dbus interface instead of using XATOMS
