Add top line to plasmoidheading similarly to titlebar

This adds a line on the top of the plasmoidheading, making it look like titlebars. First effort of bringing Blue Ocean into the plasma theme. I'm not sure about how it looks though, so feedback from @teams/vdg and particularly @cblack would be appreciated.
