Rewrite button.svg to make it easier to understand

Noah Davis requested to merge work/ndavis/button-svg-rewrite into master

NOTE: for some reason, the hover effect no longer shows up on non-flat PC3 Buttons/ToolButtons. If you look at the code, it shouldn't have worked in the first place though.
