Add small delay to tooltip switch/update
Adds a small delay of 200ms to switching interactive tooltips when one is already open. Doesn't make switching regular non-interactive tooltips any slower, but makes it much easier to use task manager tooltips without activating another one.
To work properly in the task manager, it also needs plasma-desktop!585 (closed).
