keep Tooltips the proper type
with fix for 454635 https://invent.kde.org/frameworks/plasma-framework/commit/94a0495f137d966442b13d05dbf8c215260b35f5 all windows on top ended up being docks. this restores at least tooltips being tooltips, fixing the morphingpopups effect on wayland.
edit mode still works.
