Move Shell and Wallpaper packages in plasma-framework

Those 2 package types are not dependent on the plasma desktop shell in any way. This makes possible to build a plasma shell without having plasma-workspace installed Makes also plasma-sdk (plasmoidviewer) working without having plasma-workspace installed (and usable to do some work and tests on the changes before a complete workspace port to KF6*
