Allow NoContainment in contaimentForScreen

shelltest in plasma-workspace needsto test multiscreen support, but doesn't need actuial containment and always relied upon an empty Containment being created for a screen, but with changes in p6 containmentForScreen will fail as empty containments are NoContainment type by default
