PlasmaExtras/Menu: Add property to opt-in for seamless edges

Previously it has been turned on for all menus with specific placement, however that resulted in undesired seamless effect in places where is makes no sense, like under hamburger menu button in system tray.

With this patch the seamless edge feature becomes opt-in rather than no-way-to-opt-out.
