Navigate to visible items only and hide voice apps if none available

  • Fix for key navigation jumping focus to invisible recent items when not available during movement from launcher to the top panel indicators
  • Hide VoiceApps TileView if no voice applications are available on the platform and add key navigation conditions to handle this
