cec-daemon: make buttons configurable using KConfig
This requires KConfig to be compiled with the Python module enabled.
A default configuration file is shipped for now but can probably be removed in the future when we have a first-run wizard with a CEC setup module.
This depends on !50 (closed) and shouldn't be merged first.
