Update settings column buttons delegate design

This MR updates the design of the buttons in the settings app, adding a radius and border to them. This brings them in line with other UI elements. See !94 (merged) for an example of the previous button design.

Additionally, focused and selected buttons are differentiated. Previously, when you scrolled through the buttons there was no visual indication to identify what page was currently selected. There is a small scale animation to go along with this.
