[Tabs Runner] Always indicate muted state, even when not audible
Makes it easier to find a tab that was muted should it have stopped playing in the meantime.
Muted a tab through the runner, it stopped playing, noticed that it wasn't indicated as muted anymore because it wasn't playing anymore, making it hard to find.
