KDE is powering off dGPU, can't keep on or turn back on
I'm having an issue with trying to use a laptop with a dGPU -- it's an AMD with a Radeon 5600m dGPU and Renoir.
When I boot via SDDM into Gnome, I am able to use both displays and the external monitor works. When I boot into Plasma via SDDM, the external display turns off fairly soon after login. The timing seems to be right after login when powerdevil starts up. When I look at the display properties in Gnome, I can see both displays and gpus in the config. When I open kscreen in KDE, it doesn't show the second display or the Radeon RX dGPU.
I cannot list the display or activate it via xrandr, it only shows the Renoir gpu with the laptop display.
I suspect it is one of two things:

The pulseaudio/alsa/pipewire service/agent is crashing the hdmi looking for audio output and failing to let the video work when it crashes.

Powerdevil has decided to power off the GPU, causing it to no longer be detected, and won't wake it back up
Since the second display works on Gnome, I am fairly certain this is a KDE issue. How can I debug this issue, and possibly either force disable pipewire/puleaudio to stop breaking the hdmi video, and/or how to I make powerdevil leave the secondary gpu's power alone?
