applets/kickoff: remove highlight visibility conditions
requested to merge ngraham/plasma-desktop:remove-kickoff-highlight-visibility-conditions into master
These conditions seem unnecessary and cause a minor bug. Let's remove them and allow the ListView to manage highlight visibility itself.
To test: right-click on anything and see that its highlight no longer immediately disappears.
