kcms/componentchooser: Move to plasma-workspace

This can be useful on mobile to select default applications.

Move this KCM to plasma-workspace the same way the Users KCM was done: !616 (merged)

If this is agreed upon, I will need to ask sysadmin to raise the commit push limit to plasma-workspace in order for me to push the branch with the shared histories.
