fixes ntp utility that it isn't found

Domenico Panella requested to merge dom/plasma-desktop:kcms/dateandtime into master

The program works only for linux distro that use systemd init system. (Tested on ArchLInux ). On the systemd free distributions ntp utility isn't find because there is a wrong assignment. This patch reolve it, tested on Void linux that use runit init system and ntpdate as utility. Best regards
