Add GUI for KRunner FreeFloating setting

Alexander Lohnau requested to merge work/krunner_free_floating_gui into master

The config option existed for very long, but there was no GUI for it. That is why bot many people have tried it out.
And alternative launchers like albert also position in the middle of the screen.
