Disable triangle filter in Plasma 5.27

Fushan Wen requested to merge work/fuf/disabletrianglefilter into Plasma/5.27

The filter is still not mature enough. Sometimes user can get a wrong tooltip, and it makes highlight over task delayed to appear. So disable it in 5.27 and we can test it further while not providing an unpleasant experience for stable users.
