panel: Redesign 'more settings ui'

Tanbir Jishan requested to merge tantalising/plasma-desktop:more_ui into master

The more settings pop-up currently is very tall and narrow and doesn't look good. Adding more stuffs in future will make it even taller and may reach the top of the screen. We should utilize some of the horizontal space too. This MR tries to fix this. This will certainly make it more pleasant to interact with.
