Divide minimum panel size by two when not floating

Niccolò Venerandi requested to merge work/niccolove/adaptiveminpanelsizehack into Plasma/5.27

This allows un-floated panels to be as small as the radius of one corner, similarly to !1397, but without requiring changes to plasma-framework.
