KCM/mouse: enable compatibility with x11-libinput 1.3

Ilia Kats requested to merge iliakats/plasma-desktop:libinput1.3_accel into Plasma/5.27

The new version of libinput added an additional mouse acceleration profile, so the existing checks were too restrictive and settings were not applied.
