Task Manager: Emit contextualActionsAboutToShow when context menu opens

Ensures that any actions that are updated on demand, such as "Alternatives..." are updated when the task menu opens.

Noticed the “Alternatives” menu was missing from the window “More…” context menu unless I opened the default plasma menu on an empty spot of the task manager.

Should go into 5.27, too, perhaps even 5.24.
