Hook into plumbing for allowing config pages to omit internal margins
This commit in plasma-desktop is necessary to let pages register that they want no margins, and is a companion to https://invent.kde.org/frameworks/plasma-framework/-/merge_requests/821 in plasma-framework. Both are needed to enable support for this.
