Mostly fix Application Dashboard

Nate Graham requested to merge ngraham/plasma-desktop:mostly-fix-application-dashboard into master

Now it opens and you can launch things, which is at least a step up from being totally broken.

As part of this work, the widget browser functionality is removed as it's been semi-broken for a long time and it's a fairly niche feature anyway.

Why bother? Well, !412 might not get merged soon and we want the Dashboard to work if that's the case, at which point it will be deleted in favor of the Kickoff version.
