Disallow applets drag and drop between desktops and panels
This follows from Visual Design Group, especially after doing a test with a non-tech-savy person who tried to move the panel position by drag-and-dropping the panel, and ended up moving the task manager to the desktop, and not realizing how to bring the applet back in the panel.
