Always show "Configure Task Manager" and "Enter Edit Mode" in Task Manager context menus

We used to hide "Configure Task Manager" and "Alternatives" in the "More" section for open apps in the task manager, and not show it at all for non-open apps.

With this MR, "Configure Task Manager" is always shown, so that you don't have to click in the (potentially very narrow) space after the task but before the end of the applet to trigger that; I've also decided to replace "Alternatives" with "Enter Edit Mode" for consistency with other context menus, and since I prefer Alternatives to be a Edit mode-specific option.
