Make dragging the offset indicator of the panel switch to left/right alignment

Since we no longer support offset for centered panels anymore in Wayland, drag and dropping the offset indicator of a panel will now make the panel left-aligned (if dragged to the left part of the screen) or right-aligned (if dragged to the right part of the screen).
