Draft: Use tool button styling for compact applets
They are semantically buttons rather than tab bars, so using tool button styling would make more sense here. This makes the selected state more prominent.
This also adds the missing visual feedback on hovered and pressed, and makes the spacing between applets in the panel clickable.
This is an alternative to !1830.
