Port keyboard KCM to QML

Evgeny Chesnokov requested to merge echesnokov/plasma-desktop:kcm_keyboard_qml into master

The main task was to port the module to QML. I tried to migrate the UI with minimal changes so that it matches the original version. Later I would like to rework it to make it easier for the user to work with this setting, but this is a topic for the future mr.
