Users should not lightly disable random modules, and there generally is no need to
Therefore it doesn't really make sense to expose the ability to do this so prominently
For the odd case where one might need to disable something keep it as a hidden KCM invokable via CLI, we have precendent for this with the qtquicksettings KCM
