[Colors KCM] Support Header ColorSet

Noah Davis requested to merge work/colors-kcm-header-set into master

This should work as is with existing software.

Test Plan:

  1. Delete the Colors:Header section in ~/.config/kdeglobals if it exists.
  2. Open Kirigami Gallery and go to the Colors page.
  3. Change colorschemes.
  4. See if the colors are correct in Kirigami Gallery.

Required for #1 .
